Nepal - now Federal Democratic Republic Country

KATHMANDU, May 28 - Nepal is now transformed to federal democratic republic country. To loud cheers and resounding handclaps, the first sitting of the Constituent Assembly (CA) unanimously declared the country a republic today at late night.

The much-anticipated meeting took the decision late on Wednesday night after a nearly ten-and-a-half-hour delay, effectively ending the 240-year-old institution of monarchy and making the king an ordinary citizen.

Out of a total 564 votes, the proposal garnered 560 votes in its favour, while only four votes were cast against the proposal.

The Nepal government will control and manage the Narayanhiti palace(King's palace) which has now become a national property and has given 15 days warning to King Gyanendra to leave the palace.

Nepal’s Maoists dominated new constituent assembly on Tuesday held its historic first session to transform the country into a republic and abolish 240-year-old monarchy, shortly after three explosions rocked the tightly guarded capital.

Nepal’s beleaguered king was given 15-day time to vacate the royal palace as thousands of people poured into the streets and sprinkled vermilion on each other to celebrate the country’s transition to a republic.

Quietly Lowers Royal Flag From Palace; Anti-Monarchy Protesters Clash With Police


Kathmandu: Bowing to the verdict of the people, Nepal’s dethroned king Gyanendra Thursday signalled that he would quit the palace of his forefathers without any confrontation by ordering his staff to lower the dynastic flag that flew at the main gate of the Narayanhity royal palace.
Around 8.30 am, less than 12 hours after the newly elected lawmakers voted overwhelmingly for the abolition of the 239-year-old Shah lineage of kings to become a secular, federal, democratic republic, palace employees quietly took down the small standard with a flag-waving lion.
“It is a positive sign,” said private television station Avenues TV. “It shows the king has accepted the decision of the constituent assembly to proclaim Nepal a republic.”
After the assembly voted 560 to four near midnight on Wednesday to take away the embattled king’s crown, gave him 15 days to vacate the palace and ordered the government to disband the palace secretariat and put all the property inside to public use, the last king of Nepal had little option.
Though from Tuesday night security was beefed up at the palace and a day before the government banned all demonstrations near it as well as the king’s private residence Nirmal Niwas in the nearby Maharajgunj area, jubilant crowds, mostly comprising young men, took up vigil early on Thursday in front of the palace to mount pressure on the royals.
A rumour had gone around that the government would hoist the national flag at the palace on Thursday, claiming it for a national museum. However, peace and reconstruction minister Ram Chandra Poudel scotched the whisper, saying that the state would wait till the royal family’s departure since the immediate hoisting of the national flag would give a constitutional legality to the former king. Tired of the wait, two pillion riders jumped off from their motorcycles, waving the national flag and stuck it at the main gate for a while. More daring members of the crowd, said to be from a sect advocating a mental revolution, jumped on the shoulders of the statues of late king Mahendra, near the palace and stuck their flags on top.
As riot police chased them away, there was a standoff between security personnel and demonstrators with the latter throwing stones and the former retaliating with a baton charge.
The start of a new era in Nepal was indicated by Nepal’s state media on Thursday that described the 61-year-old as the former king of Nepal. Congratulations started pouring in from abroad for the peaceful convening of the historic first meeting of the constituent assembly.
UN Secretary-General Ban Ki-Moon’s office in New York issued a statement, congratulating Nepal for having “clearly spoken for peace and change through the 10 April assembly election” and urging all parties to form a new government as soon as possible.
Ban’s special representative for Nepal Ian Martin, called the assembly the “most inclusive body Nepal has yet known” which had the “solemn responsibility to prepare a new constitution as well as to act as an interim legislature during this next important phase of Nepal’s peace process, and to fulfill the people’s aspirations for sustained peace, economic and social progress, democracy and human rights”.
On Wednesday, the Speaker of the Indian parliament, Somnath Chatterjee, had sent a congratulatory message that was read out at the first meeting of the constituent assembly.
The US government sent in its congratulations on Thursday, commending the people of Nepal on the constituent assembly’s first step in “defining a new, democratic Nepal with the declaration of a republic”. “This is another exciting milestone in Nepal’s democratic development,” the statement from Washington said. “We encourage the representatives of the CA to continue their work to fulfill the peoples’ desire for peace, democracy and development in Nepal.”
But the palace continued to maintain its enigmatic silence in defiance of rumours that Gyanendra would address the nation once last time before exiting.
Kishore Shrestha, editor of the Jana Aastha tabloid known for its key-hole insights into the guarded lives of the royals, said the mourning palace staff were busy packing the personal belongings of the former royal family. “Most probably the ex-king will leave the palace tomorrow without any resistance,” Shrestha predicted.
